As a managing senior researcher, Shelby contributes to students’ learning and future success by helping education leaders use data to improve their education systems.

At Marzano Research, Shelby leads and contributes to numerous Regional Educational Laboratory (REL) Central projects relating to, for example, culturally responsive instruction and evaluation design, and strategies for rural teacher recruitment and retention. She works collaboratively with state education agency leaders as well as other education partners throughout the REL Central region. Her expertise lies in designing program evaluations with mixed methods, conducting focus groups and interviews, and facilitating meetings with diverse groups of stakeholders. She also has content expertise in technical assistance to support continuous improvement, data interpretation and data capacity-building, school climate and culture, educator evaluation systems, and evaluation of professional development.

Shelby has more than 10 years of experience in managing and executing research and evaluation projects, using both quantitative and qualitative methods. She also has extensive experience in facilitating client meetings to interpret data, determining feasible short- and long-term solutions, and monitoring progress to make necessary adjustments to solution implementation. She has also provided professional development to build the capacity of education staff in using data to inform decision-making.

Shelby received her doctorate in education and human resources from Colorado State University, with an emphasis on research methods, higher education, and women’s studies. She also holds a master’s degree in marriage and family therapy.
